Actually I have not tested an option of removing the initial NOBU status manually, because it is automatically removed on upon saving in CJ32.
Maybe you can test both options, user status with a status number and without a status number where there is something else following NOBU...
As you mentioned a custom authorization is always an option, where nobody has it, because system should remove it based on CJ32. Once again this is something to prototype and test.
